I'm giving you a lower rating here mostly because the photo is not rotated. A large part of photography is how you present the photos and not rotating is a no-no. Depending what type of software you have on your computer, rotation should be a one-click process. It's even likely that you can set auto-rotation in your camera so check your camera manual for which setting to use.
I think the bridge is a good choice of subject. It makes me want to know what's at the end of it, pulling my eye toward the vanishing point.
Composition and perspective is fine, other than the rotated photo (addressed in a later point).
Use of camera,
Visually, things look ok but there's no exposure information listed to really offer advice.
For a shot done at noon, it looks pretty ok. Then again, it's a shot done at noon. Noon is not the best time for this kind of photography but sometimes there's no choice and you've handled it ok. There's a bit of a color cast to the sky to be aware of.
I like bridges and the city in the background made it look interesting.
Not sure if the camera selection is correct.
Camera: Canon Rebel T1i
Lens: Standard: 30-50mm

How to improve your photo
Make sure you rotate the photo before presenting it.
Where possible - and it's not always - try to avoid photographing around noon. The light is at its worst then.
Consider looking at other angles when shooting. Maybe get down low to the ground for a different vantage point.
You mention camera selection being correct. The Canon Rebel is more than capable of taking great photos. Spend some time with the manual and get familiar with all the different settings and features it has.
